An Amazon Classic Elastic Load Balancer (ELB) is deployed with no instances attached. A Classic ELB requires instances attached to handle any network requests to your application. Without instances attached, this Classic ELB is not in use. Classic ELBs should be either be configured with instances attached or deleted to avoid any charges.
