Network Elastic Load Balancer (ELB) is not configured with a TLS listener. Elastic Load Balancing (ELB) uses a Transport Layer Security (TLS) negotiation configuration, known as a security policy, to negotiate TLS connections between a client and the load balancer. The ELB security policy configuration should specify TLS in order for the Elastic Load Balancer to negotiate TLS connections with clients. Network ELB listeners should be configured with TLS.
