RDS instance has minor version updates setting disabled. Amazon Relational Database Service (RDS) minor upgrade versions can include bug fixes, security enhancements, and other improvements for the database engine. RDS minor version updates can be applied manually or the auto minor version upgrade option can be enabled. Major version updates must be done manually. Enable RDS minor version updates on all RDS instances and clusters.
